What do you think of this?

Me and my boyfriend have been dating for almost seven weeks. We both go to the same high school which is out on summer break. We still have not hugged, kissed, or held hands. Every time we plan a date, one of us has to cancel. I really want to hold his hand, have his arm around me, and kiss him. Every time I bring this us he says "It will all change after our first date!" Is it weird that we haven't done any of this? What should I do? Thanks.
